Direct Vision Standard
Since its introduction in March 2021 the Direct Vision Standard (usually referred to as DVS) has made a significant contribution to improving the safety of vulnerable road users.
The Direct Vision Standard (DVS) and safety permit scheme for heavy goods vehicles (HGVs) requires operators of lorries over 12 tonnes gross vehicle weight to obtain a safety permit before entering and operating in most of Greater London. Otherwise, you may receive a Penalty Charge Notice (PCN).
The issue of DVS permits is based on the star rating of each vehicle. Any vehicle which does not meet the minimum standard must be retrofitted with a DVS Safe System to qualify for a permit. This only applies to vehicles with a 0 star rating. However, from October 2024 this is going to change, and those vehicles with 1 and 2 star ratings will also need to comply with the DVS Safe System requirements.
Current Direct Vision Standard requirements in 2022
- 112,259 safe permits
- Min requirements to enter London without extra vehicle blind spot devices – 0 star rated.
- Nearside camera required.
- Sensors should not activate in relation to roadside furniture or stationary vehicles.
- In the case of tractor units, these should be suitably positioned to provide sufficient coverage, but preventing activation solely on articulation of the trailer.
- Sensors on rigid vehicles should ensure coverage six metres down the nearside or one metre from the rear of the vehicle, whichever is smaller.
- Front sensors are recommended as defined by UNECE reg 46 Class VI mirror coverage zone.
Proposed updates to Direct Vision Standard in 2024
- 165,000 PSS
- Min requirements to enter London without extra vehicle blind spot devices – 0, 1 and 2 star rated vehicles.
- Must completely eliminate nearside blind-spot.
- Active sensor systems. No false alerts. Differentiate between moving and stationary objects.
- Active sensor systems for semi trailers.
- Sensors must have a range of 2 metres.
Direct Vision Standard requirements in London are changing. To improve the safety of all road users, heavy goods vehicles over 12 tonnes will need to have a three-star rating or fit a Progressive Safe System to operate in Greater London, from 28 October 2024.
